Upalokayukta inspects civic facilities, criticises waste management

Upalokayukta Justice K. N. Phaneendra conducted a detailed inspection of civic facilities in Madikeri and strongly criticised the poor waste management system at the Stone Hill garbage dumping site, calling it one of the worst he had seen across Karnataka.

During his visit to the landfill, the Upalokayukta expressed serious concern over the unhygienic conditions, foul smell, and untreated leachate flowing from decomposed waste. He said that the site reflected complete failure in implementing proper waste segregation and disposal practices and warned of strict action against responsible officials. He also stated that such conditions violate multiple environmental and civic regulations.

He directed authorities to ensure scientific waste management, including proper segregation of dry and wet waste. He suggested that dry waste should be used for power generation or cement production, while wet waste must be processed into compost to reduce environmental impact. He also questioned how residents in nearby areas could live under such conditions.

The Upalokayukta also inspected the Madikeri “hi-tech” municipal market and received complaints from traders regarding mismanagement, lack of infrastructure and irregular maintenance. He criticised the civic body for failing to provide basic amenities such as cleanliness, proper drainage, lighting and drinking water. He remarked that calling it a hi-tech market would make people laugh and described officials as ineffective in addressing long-standing issues.

He objected to the use of parking areas for business activities and suggested that the market be properly managed through structured leasing or tender systems. He also instructed officials to improve sanitation, ventilation and overall infrastructure.

Later, he visited the government bus stand and expressed satisfaction with its condition, while noting areas for improvement. He suggested additional water units, better lighting, CCTV installation and regular surprise inspections to maintain standards.

District officials accompanied the inspection team as the Upalokayukta issued multiple directives aimed at improving civic administration and accountability across Madikeri.
