Deputy Chief Minister Dr G. Parameshwar has announced that a comprehensive “master plan” will be prepared for the holistic development of Kollur, aiming to strengthen infrastructure, manage tourism growth, and improve civic amenities in the pilgrimage town.

The announcement comes amid increasing focus on planned urban and temple-town development in Karnataka, where several regions are being brought under structured long-term planning frameworks to balance growth with sustainability and cultural preservation.

Kollur, known for the famous Mookambika Temple, attracts lakhs of devotees every year, leading to heavy pressure on roads, accommodation facilities, sanitation systems and transport infrastructure. The proposed master plan is expected to address these challenges by introducing systematic development measures.

According to the Deputy Chief Minister, the plan will prioritise improvements in connectivity, expansion of basic infrastructure, better crowd management systems, and enhanced facilities for pilgrims. Special emphasis is also expected on upgrading water supply, waste management and emergency services to ensure a smoother experience for visitors.

Officials indicated that the master plan may also focus on regulating unplanned construction and promoting environmentally sustainable development around the temple town. This is aimed at preserving the ecological sensitivity of the Western Ghats region while accommodating growing tourist inflow.

Urban development experts say that structured master plans are increasingly being adopted across Karnataka for towns experiencing rapid pilgrimage-driven growth. Similar frameworks have been seen in other urban planning initiatives aimed at ensuring balanced regional development and long-term sustainability.

The government is expected to consult stakeholders, including local authorities, temple management committees, residents and tourism representatives before finalising the development blueprint. Inputs from these groups will be considered to ensure that the plan reflects both local needs and future growth requirements.

Once implemented, the Kollur master plan is expected to transform the town’s infrastructure landscape while preserving its cultural and spiritual significance, making it more accessible and better equipped to handle rising pilgrim numbers in the coming years.
