Bihar enforces strict social media rules for govt employees

The Bihar government has officially implemented new rules regulating the use of social media by its employees, introducing strict guidelines and disciplinary measures for violations.
Approved earlier this year in January, the Bihar Government Servants’ Conduct (Amendment) Rules, 2026 were introduced under Article 309 of the Constitution of India.

The amendment applies to all government employees across the state and became effective immediately upon its official publication. Authorities have described the decision as a necessary step to regulate employee conduct online and prevent misuse of digital platforms.

Under the new guidelines, government employees are strictly prohibited from expressing personal opinions on social media platforms such as Facebook, X, and Instagram regarding government policies, welfare schemes, or judicial decisions. This includes remarks related to the Supreme Court of India and various High Courts, unless prior approval is obtained. Any violation of these provisions will be treated as misconduct and may lead to disciplinary action.

The rules further prohibit employees from using official email addresses or mobile numbers to create or manage personal social media accounts. Additionally, the creation or use of fake profiles, anonymous identities, or pseudonyms to share content has been strictly banned.

In a bid to maintain confidentiality and professionalism within government offices, the sharing of photos, videos, or official documents from workplace premises has been completely restricted. Employees are also barred from filming reels or conducting live streams inside offices, with violations inviting strict penalties.

The regulations also emphasize political neutrality. Employees are not allowed to express support for or opposition to any political party, media organization, or public figure online. Posting content that could be deemed inflammatory or sensitive, particularly relating to caste, religion, or social issues, is strictly forbidden.

In a notable change, the government has revised rules concerning competitive examinations. Government employees will now be permitted to appear for such exams only once during their entire service tenure, and only after obtaining a mandatory No Objection Certificate. Previously, employees were allowed up to five attempts.

The new framework signals Bihar’s intent to enforce accountability and discipline among its workforce in the digital era.
