Serious concerns have been raised over the functioning of the police department in Dharwad, with citizens questioning alleged negligence and confusion regarding jurisdiction. Public frustration is growing as people claim they are not receiving timely assistance when approaching police stations.
Residents of Dharwad have voiced strong dissatisfaction with what they describe as irresponsible behavior by the police. Many have questioned the effectiveness of law enforcement in a city known for its educational prominence. Citizens argue that the primary duty of the police is to maintain law and order and ensure public safety, but recent incidents suggest a failure in fulfilling these responsibilities.
One of the major grievances highlighted by the public is the lack of proper response when complaints are lodged. Several individuals claim that they have been turned away by police personnel with statements indicating that their issues do not fall under the jurisdiction of the respective police station. This has led to confusion, delays, and increased distress among complainants.
A tragic example cited is the murder of 19-year-old Zakia Mulla on January 21. Her body was discovered in a secluded area along Vinay Dairy and Mansoor Road in Dharwad. Initially, there was uncertainty about whether the crime scene fell under the limits of Vidyagiri police station or Dharwad Rural police station. After both departments inspected the location, it was eventually confirmed to be under Dharwad Rural jurisdiction. Superintendent of Police Gunjan Arya later visited the site and initiated action to apprehend the accused.
In another incident, a burglary at the residence of Sangamesh Mankani, an employee of the Armed Reserve Force, exposed similar confusion. The house, located near Kumareshwar Housing Board in Chikkamalligawada, reportedly fell into a grey area between police jurisdictions. When the victim approached the Dharwad Rural police, they declined to take the case, stating it was outside their limits. A similar response was received from the suburban police. Even after a police officer visited the scene, uncertainty persisted regarding jurisdiction.
Such incidents have intensified public concern, with many questioning how ordinary citizens can expect timely justice if authorities themselves are unclear about their responsibilities. Citizens are urging higher officials, including the Home Minister and senior police authorities, to address these issues immediately and implement measures to ensure accountability, clarity, and efficient service in the police system.
