Hate speech bill sent to President Murmu, bid to dump it in cold storage: Parameshwara

Home Minister G Parameshwara on Tuesday alleged that Governor Thaawar Chand Gehlot’s decision to refer the Hate Speech and Hate Crime (Prevention) Bill to President Droupadi Murmu was a deliberate attempt to consign it to “cold storage” and prevent it from becoming law.

The Bill, which was passed by both Houses of the legislature during the winter session in Belagavi, was sent to the Governor in December for assent. Instead of clearing it, Gehlot forwarded it to the President, raising 28 queries on various provisions, Parameshwara said.

Addressing media persons, the Home Minister said the government would respond if the Bill is returned with the President’s observations. “If the President sends it back to us with her remarks, we will examine them, make the necessary clarifications or changes, and send it again,” he said.

Defending the legislation, Parameshwara said the Bill was introduced after careful consideration and in response to repeated instances of hate speech. “We believe in freedom of speech, but that does not mean anyone can say anything without responsibility. We have to consider how such speech impacts society. That is why this Bill was brought,” he said.

Taking a swipe at the BJP, Parameshwara questioned the opposition’s criticism of the Bill. “If you still say this law is not proper, then what are your motives? Should anyone be allowed to abuse anyone? Should we permit disturbances in society in the name of free speech?” he asked.

The Home Minister alleged that the Governor did not want the Bill to become law. “In my opinion, the Governor has intentionally referred it to the President so that it does not come into effect. He wants it to be shelved forever,” Parameshwara charged.

When asked about similar hate speech-related legislative developments in Kerala and Tamil Nadu, Parameshwara said the situation would become clearer in the coming days. “Let us see what happens. I think things will improve,” he added.

The referral of the Bill has once again highlighted tensions between the elected government and the Raj Bhavan over contentious legislation in the state.
