‘Karmik Grama’ programme to boost rural governance and devpt

ZP CEO Dr. V. Naveen Bhat announced that under the “Karmik Grama” initiative, all Gram Panchayats are implementing e-attendance and digital documentation systems to enhance rural administration and ensure transparent, efficient service delivery.

As part of the Chief Minister’s 2025–26 Budget announcement under clause 272(IV), the government has launched the ‘Karmik Grama’ programme aimed at strengthening the performance of Gram Panchayats and improving the delivery of essential services to rural citizens.

Zilla Panchayat CEO Dr. V. Naveen Bhat stated that the programme seeks to enhance administrative efficiency and ensure active participation of Gram Panchayats through a district and taluk-level evaluation system. Panchayat Development Officers and implementing officials will review activities and recommend measures for progress.

A circular issued on October 29, 2025, by the Rural Development and Panchayat Raj Department directed the immediate implementation of the programme. A review meeting on October 30 further finalized technical and administrative guidelines for execution.

Under the initiative, Gram Panchayats will be ranked and supported in areas such as infrastructure development, sanitation, education, healthcare, skill training, solid waste management, rural employment, and women empowerment. Other focus areas include nutrition, public service delivery, housing, drinking water, and sustainable agriculture.

Officials are required to identify two Gram Panchayats per taluk from the lower-performing category, as listed in the Gram Panchayat Performance Ranking Report, for focused improvement under ‘Karmik Grama’. The selected Panchayats will receive special monitoring and assistance to transform them into model rural governance units, reflecting the programme’s core goal of empowering self-sufficient villages.
