GJEPC’s new policy modernizes manufacturing, enhances skills, boosts investment, innovation, employment, and sets global jewellery benchmarks

The Gem and Jewellery Export Promotion Council (GJEPC) has welcomed the Maharashtra government’s approval of the Gems and Jewellery Policy 2025, calling it a major step toward transforming the state into a global hub for jewellery manufacturing, design, and exports.
The policy is expected to attract investments worth Rs 1 lakh crore and create over five lakh new jobs, giving a strong boost to the entire gems and jewellery ecosystem — from production to skill development and export growth.
GJEPC Chairman Kirit Bhansali said the initiative will strengthen Maharashtra’s leadership in jewellery manufacturing while promoting technology upgrades, innovation, and value addition. The Council worked closely with the Department of Industries for over a year and a half to develop the policy through consultations and stakeholder meetings.
According to GJEPC, the new framework will improve the ease of doing business, modernize manufacturing units, and expand skilling and training facilities across the state. Bhansali said the policy will “create new opportunities for investment, innovation, and employment, setting global benchmarks in the jewellery sector.”
The policy aims to make Maharashtra more competitive, attract both domestic and international investors, and strengthen its role as India’s jewellery capital.
Meanwhile, India’s overall gems and jewellery exports grew by 5.12 percent in August 2025, reaching $2.12 billion (Rs 18,529 crore), compared to $2.01 billion (Rs 16,896 crore) in the same month last year, according to GJEPC data.
Experts believe the state’s new policy will further support this upward trend and make India a stronger player in the global jewellery trade.
