NGT Issues Notices Over Twin Tunnel Project, Citing Environmental Concerns
The National Green Tribunal (NGT) has issued notices to the Karnataka Government, Greater Bengaluru Authority, the Union Ministry of Environment, Forest and Climate Change, and other bodies regarding the proposed Rs 19,000-crore twin tunnel road project between Hebbal and Silk Board. The action follows a petition filed by Bengaluru Praja Vedike and others, which challenges the project’s announcement, alleging it bypassed mandatory environmental assessments and lacked proper technical scrutiny.
Announced in May 2024 and approved by the state cabinet, the project is expected to span 16.74 km under a build-own-operate-transfer model. Bangalore Smart Infrastructure Ltd (B-SMILE) was set up as a special purpose vehicle to oversee the project, with Rodic Consultants preparing the detailed project report (DPR) in three months.
Critics argue that the project is politically driven, unscientific, and environmentally hazardous. The petition cites missing geological, hydrological, and biodiversity studies, as well as flawed traffic models that underestimate emissions and ignore critical congestion points. The alignment reportedly passes through protected zones like Lalbagh’s Peninsular Gneiss and stormwater corridors, increasing risks of flooding and groundwater depletion.
Experts, including those from the Indian Institute of Science, warn the project would shift commuters from public to private transport, escalating emissions and climate vulnerabilities. The petition calls for cancellation of the tender, citing violation of environmental laws and the right to a healthy environment. Petitioners advocate for a Metro corridor as a more sustainable alternative.
