The Health and Family Welfare Department has issued a fresh order directing Dr. Sabir Dastagirsab Patel, Orthopaedic Specialist and Chief Administrative Medical Officer at Taluk Public Hospital, Basavana Bagewadi, to hand over charge and report to his transferred posting at Taluk Public Hospital, Bilagi, in Bagalkot district.
The latest order follows a City Highlights report published on September 5 highlighting the alleged delay in implementing an earlier transfer order concerning the specialist. Dr. Patel was transferred to Bilagi under Rule 6(2) and was directed to hand over his administrative responsibilities to Dr. Anil Shegunshi, an Anaesthetist, before reporting at his new place of posting.
According to the latest direction, Dr. Patel was to be relieved from Basavana Bagewadi at 2 p.m. on September 21 and report to the Bilagi hospital. The repeated instruction has raised questions over why the earlier transfer order was not implemented and how the doctor continued to serve at Basavana Bagewadi for nearly four months despite the transfer proceedings.
The matter has also raised questions regarding salary and service records during the intervening period. If the original transfer order was effective, clarification is required on whether Dr. Patel’s name was removed from the Basavana Bagewadi hospital establishment and added to the employee records of the Bilagi hospital. The department may also need to clarify under which establishment his salary was processed during the period.
The sequence of orders has further prompted questions about the administrative handling of the transfer. The original proceedings were followed by further directions, including the latest order, to ensure that the transfer was implemented.
The Health and Family Welfare Department’s latest action indicates that steps are now being taken to relieve Dr. Patel and facilitate his joining at Bilagi. However, the circumstances surrounding the delayed implementation of the original transfer order, his continued service at Basavana Bagewadi and the corresponding salary and attendance records remain issues requiring clarification from the department.
