Bidar South MLA Dr. Shailendra Beldale submitted a formal memorandum to Chief Minister D.K. Shivakumar on Tuesday, urging the state government to safeguard the services of over 800 government employees and teachers appointed under Article 371(J) quota provisions across the Kalyana Karnataka region.
The personnel were recruited in accordance with a Department of Personnel and Administrative Reforms circular issued on February 1, 2023, aimed at enhancing employment opportunities for local candidates across seven regional districts. Selected through merit and local reservation frameworks, these employees and educators have served diligently across government departments and public schools for nearly three years, with many already completing their mandatory probationary periods.
However, a recent High Court ruling delivered on September 17 has generated widespread distress, triggering acute employment uncertainty among the recruited workforce and their families. Beldale highlighted that the employees face unexpected job insecurity despite undergoing rigorous competitive selection procedures and rendering uninterrupted public service.
In his representation, Beldale appealed to the Chief Minister to intervene immediately to ensure that hardworking youth from backward regions do not suffer administrative disadvantage. He emphasized that the government must explore necessary administrative and legal measures to protect past service records, secure livelihoods, and deliver a lasting resolution without disrupting public administration. Beldale stressed that safeguarding these appointments is essential to preserving public trust and upholding constitutional reservation mandates under Article 371(J).
