Vishvajit Sahay has taken charge as Secretary (Defence Finance) in the Ministry of Defence, bringing over three decades of experience in defence finance and public administration. A 1990 batch officer of the Indian Defence Accounts Service, he previously served as Controller General of Defence Accounts and has held senior roles across departments including Science and Technology, Heavy Industries, and Information and Broadcasting.
Sahay, an alumnus of St. Stephen’s College, University of Delhi, and a law graduate, has also represented India in international training programmes at institutions such as the University of Cambridge and the George C. Marshall European Centre for Security Studies in Germany. His extensive experience spans defence procurement finance, pensions, and strategic administrative roles.
In a parallel appointment, Bharat Khera has assumed charge as Secretary in the Ministry of Micro, Small and Medium Enterprises (MSME). A 1995-batch Indian Administrative Service officer of the Himachal Pradesh cadre, Khera brings more than 30 years of administrative experience at both central and state levels.
Before this role, he served as Additional Secretary in the Department of Consumer Affairs and earlier held a key position in the Ministry of Defence as Joint Secretary. His responsibilities included coordination of Indian Air Force matters, Republic Day arrangements, and oversight of the Border Roads Organisation.
Khera also worked in the Cabinet Secretariat, contributing to policy areas related to commerce, industry, and technology during the COVID-19 period. The MSME sector, which contributes over 30 per cent to India’s GDP, is expected to benefit from his experience in governance and policy implementation.
